समझ में न आये,राजनीति का व्यवसाय

आज मैंने दो समाचार सुने या पढे। एक, मध्य प्रदेश के लिए विधान सभा की चुनाव तिथियों की घोषणा कर दी गई है, और दो  कि राहुल गांधी चुनाव प्रचार करने जबलपुर आए थे।

आगे भाजपा के राष्ट्रीय अध्यक्ष अमित शाह जबलपुर का दौरा करेंगे। राहुल गांधी की यात्रा और रैली पहले से ही फेसबुक और ट्विटर् पर छाई है और कल स्थानीय समाचार पत्रों पर सभी मिसालों और धमालों  के साथ प्रकाशित हो जाएगी । पर कहीं भी इन राष्ट्रीय स्तर के नेता द्वारा किसी स्थानीय नेता का नाम लेकर उन्हें प्रायोजित या प्रसारित किया हो , ये नहीं पढने या सुनने में आता है.

मुझे आश्चर्य होता है इस सारी चुनावी प्रक्रिया में स्थानीय नेताओं की दावेदारी , उनके वादों की फेहरिस्त या खबरों की अनुपस्थिति क्यों है?

 

lahar-kisan-sammelan_a9585d60-6489-11e7-8e9a-26934b659213मेरे शहर की प्रवृत्ति ओर स्टाइल होर्डिंग्स की राजनीति है। न कोई संपर्क, न प्रचार, न जन सभा बस बड़े बड़े होर्डिंग जो सारे शहर की सड़कों ओर बिल्डिंग्स के ऊपर रातों रात लगा दिए जाते हैं- राजनीतिक नेताओं के बड़े और छोटे होर्डिंग  ।लगता है राजनीती आज कल बस सस्ते में बनने  वाले होर्डिंग से ज्यादा अब कुछ भी नहीं बची है. यही सही पर फिर भी हमारे निर्वाचन क्षेत्र के मौजूदा विधायक या स्थानीय नेताओं की कोई होर्डिंग ढूंढना कम से कम मेरे लिए तो मुस्किल रहा है .

 

पहली खबर के बारे में . म. प्र. में 28 नवंबर, २०१८ के लिए चुनाव तिथियों की घोषणा की गई है। आज 06 अक्टूबर 2018 है , इसका मतलब चुनाव के लिए 45 दिनों से बस कुछ अधिक समय ही बाकी है।

ओर अब तक यदि चुनाव लड़ने वाले उम्मीदवारों की आधिकारिक घोषणा नहीं की जाती है या अभी तक सामान्य रूप से ज्ञात नहीं है, तो ” तथाकथित” व् ” सम्मानित” मतदाताओं को यह तय करने का समय कितना मिलता है कि वे अपने प्रतिनिधियों के रूप में किसका चयन करना चाहते हैं? या शायद आम जनता जो राजनीती के व्यवसाय से परे है उन्हें आधिकारक रूप से बेवकूफ मान लिया गया है की उन्हें इन सब बातों से फर्क ही क्या पड़ता है ? उन्हें समझ ही कहाँ आता है की उनकी नज़र के सामने उनके नीचे की जमीन तक छीनी जा चुकी है ?

और यदि राहुल गांधी और अमित शाह ही वे हैं जो स्थानीय कस्बों ओर शेहरों में प्रचार करते हैं जिन्हें आम जनता को मिलना या उनकी शिकायत को संचारित करने में बहुत मुश्किल होगी , तो हम किसके लिए वोट दे रहे हैं? दिल्ली या भोपाल में बैठने वाले नेताओं को ? हम क्या हमारे शहर में दिक्कत होने पर भोपाल या दिल्ली जाएँ , आगे से सीधे राहुल गाँधी या मुख्यमंत्री के पास जाना है, ये बताया ओर सिखाया जा रहा है ?

social-media-battle-bjp-congress.jpgएक पूरा माहौल बनाया जाता है की देश में दो पार्टियों की जंग है . न कोई स्थानीय नेता की  खबर है , न स्थानीय मुद्दों या दिक्कतों की बात है. या शायद लोग आब मायने ही नहीं रखते?

पर एक आदमी तो पुरे देश में नहीं रहता ओर न ही ज्यादातर लोगों का इन पार्टीयों या इनके नेताओं के जैसे पुरे देश से संभंधित इतने फायदे वाला व्यवसाय होता है. वो तो किसी विशेष शहर , किसी खास मोहल्ले में ही रहता ओर अपना काम या नौकरी करता है ओर उसकी समस्यां ज्यादा से ज्यादा उसके शहर तक सीमित होती हैं.

तो क्या वह सिर्फ राझ्धानीयों  ने नियंत्रित राजनीति दल हैं  जिनके लिए चुनाव होते है बजाय हमारे शहर में नजदीक रहने वाले वास्तविक हाड़ मांस के व्यक्तियों के लिए ? जिनसे हम कम से कम उम्मीद तो कर सकते हैं की वे पास में रहते है, कोई स्थानीय संपर्क के सहारे हम उन तक पहुंच सकते हैं , कोई समस्या हो तो बता सकते हैं और उनके बस में हो तो मदद मांग सकते हैं?

लगता तो यही है की चुनाव सिर्फ दिल्ली या भोपाल से नियंत्रित पार्टियों के लिए होते है ओर दिखावे के लिए छोटे छोटे शहरों ओर कसबो के नेताओं को इस सर्कस में भरती कर लिया जाता है. जैसे कोई बड़ी कंपनी को छोटी जगहों पे सेल्समैन या डिस्ट्रीब्यूटर की जरुरत होती है पर सारे निर्णय किसी बड़े शहर में कंपनी के हेड क्वार्टर में चुप चाप लिए जाते है.

Undocumented Killing of Democracy Going on in India

We are almost bombarded to the point of exhaustion by political posts on the newspapers, hot discussions over news channels , our friends posting political shares over Facebook and Twitter and whatever possible source and media available for advertisement and messaging.

We tend to form an impression that representative democracy  is a vibrant phenomenon in India and it’s the only way to resolve the problems of the people. By raising our voices and standing behind the political leaders, we are part of the Change process.

But there exist news and information which is not encouraged in the Mainstream media. It is noticed only when you start joining the unrelated dots at various places. And suddenly you realize that,

instead of the illusion created on media that representative democracy is growing, the representative governance is actually silently and gradually getting killed deliberately at local levels in India.

Scenario 1– Today is October 06, 2018 and I read somewhere that the Elections to Legislative Assemblies in our state, “The Madhya Pradesh Assembly elections will be held on November 28” according to EC India. Less than two months to go and there is no declaration of candidates by the political parties neither any local campaigning by the candidates, either the residing MLAs or the ones who want to claim their right to the position. No Public meetings, no Billboards or Posters , no statements in local newspapers.

Scenario 2– There is a demolition drive going on in an area called Madan Mahal in our city which has been gradually occupied by unplanned construction of houses by poor section of people from the past 10 year. Logically it’s OK to bring it under Planned Urbanisation but it didn’t happened overnight. It was happening gradually under the sight of same administration and it does causes inconvenience to people when in the morning they are suddenly greeted by JCBs and Bulldozers to demolish their homes. Where they will go for negotiations related to giving them time to relocate or other issues? Their elected representatives and here’s the response of Judiciary on representatives’ intervention. On 03/10/2018 High Court Bench comprising Justice R S Jha and Sanjay Dwivedi asked for the names of political leaders who are opposing this demolition adding that such punishment should be given to them that they are unable to fight elections in future. Well they are doing their work as Representatives of people. And if the government doesn’t want their activity, then

Why of Scenaio 1? For whom are the elections next month going to be held?

Over the past 5 years, the state governments have encouraged a system of hearing public grievances through the offices of Collector and S.P.s of respective towns. The State Governments even have direct Helpline numbers for people to report their grievances related to administrative offices. Like we have Dial 181 called  ’ MukhyaMantri Helpline’ in our state.

So what is the work left for the elected representatives? Why Jan Sunvai is not encouraged for the representative MLAs and MPs ? Isn’t it a purposeful beginning by the Central level governments to discourage people from approaching their elected representatives with their problems ?

Scenario 4 – Jabalpur Smart City Limited

On a local level there exist a Municipal corporation in our city and Municipal Councilors are elected for every Ward. There are 79 Councilors in our city. But if we examine who is exactly running the town, we find that its JSCL(Jabalpur Smart City Limited) a Public Company with its directors and salaried staff to manage the affairs of town such as waste management, Transportation, Urban Planning , water among other functions. Again the same question, then why the councilors ? Why are they elected if they have no role to play in the important affairs of the city ? When most serious affairs are managed by companies and people who are not answerable to the citizens?

Again Why of Scenaio 1? For whom are the elections next month going to be held ?

If the representatives people vote at local level are left with no powers to bring up people’s problems or they are not even part of problem solving organizations, now taken over entirely by either bureaucracy or public/private companies.

Out of Sync Religion

These observations were in response to an editorial on a local newspaper which lamented that the present and the younger generation doesn’t take interest in the religious discourse ? I guess the following reasons.

Why the poster boys , the Gurus, the saints or religious institutions doesn’t recognize that the majority of people in any group are struggling to find jobs or unable to start a profitable business. It doesn’t attract the majority to hear that money is the cause of all problems. What should they do? Suicide.
Why the religious heads don’t realize that livelihood is the first religion that they are forced to follow and there is not a single word from saints on this subject.’ Hunger’, ‘Shelter’, ‘Competition to survive’, ‘Upbringing of children’ are some of the undeniable facts , at par with religious truths one cant escape while living and these problems are not subject of religious inquiry.
Why so called saints never consider and speak against the discrimination that is happening in this sphere of Truths. One group having competitive advantage in some part of the world is allowed to destroy the livelihoods of others in some other part of the world. Is it not a universal question? Why religion thinks that Unregulated Capitalism, unfair Free Trade across nation borders, the propaganda to promoting billionaires and millionaires as the highest achievement of humans doesn’t belong to religious discourse?
Why there is not a word from the saints about – Google and Amazon snatching opportunities from Indians in making such a network when we have the required manpower to develop these businesses, Sale of Chinese good in India destroying the need of Indians to set up businesses of their own , FDI in many industries which seize the growth of India’s native industries.There are many such discriminations affecting the livelihood of masses.
Until saints acknowledge ‘Economics’ as a essential question among the set of problems faced by people in general and keep providing solution from traditional knowledge which doesn’t attend to the most pressing and frustrating problem of present times, most people will show the kind of neglect or ‘ false ear” to the saints and religious discourses.

No control over Internet. Who are the real Masters ?

 

I know of a friend, Dev who purchased a tablet from E bay under the assurance of 6 months limited warranty , a trend in on line sales of refurbished electronics they claim are new items returned by the on line customers. Till you are offering warranty to replace or refund , no problem. It turned out it had defective camera, he went to the service center only to learn that its warranty had already expired. Despite complaining to the seller and E bay and reporting the same at government’s website, there was no solution. Since it is a case of ‘Fraudulent selling’ he wanted to go to consumer court but to his surprise there doesn’t exist any law even today that protects the consumer from this pattern of fraudulent selling on line.

Another friend’s Twitter account was suspended on ‘ Violation of twitter’s policies ‘. He was asked to change his user name. The same user name he was using for the past 3 years. Now these companies operate in India without having regional offices. No satisfaction from the customer support of Twitter.

When these on line foreign companies operate on the Internet, within India they are operating in the territory of India and dealing with the real people of India. And these companies are not some social service or NGO organizations, they are proper business entities and they earn money everything that falls under the protected sphere of sellers and buyers. Then how could a government which has the mechanism and offices to come up with the complex G.S.T. taxation system or are quick to pass amendments on Foreign Contribution Regulation Act among several other laws and regulations , are unable to even see that there is a need for laws applicable for companies operating over the Internet ? Within India, there should be some third party office which decide where ‘ Twitter’ or ‘E bay’ is correct in their business ethics and honoring the simple principles of the market or exploiting the trust of the buyer? Some laws to protect the rights as customer and dignity as humans ?

Given the huge extent of operations of these foreign companies and no existing laws , One may wonder whether these companies are above the government ? Above everything defines anything Indian as controller of markets within India?

   Luck, the only available Data to most Indians

 

My neighbor’s son  studying in 10th class this year never in doubt of the golden future as all the children seems to be going to schools has his father worried. He asked me to search for the prospects of the subjects he can take next year so that he doesn’t end up in the Unemployed Data. I having gone through the same cycle of Hope to Doubt to Truth to Gloom agreed that it’s a worthwhile exercise. The usual run of the mill, Doctor and Engineer, the dreams of small towns or the new emerging fields of industry.

Since we live in India where the industries and jobs are located on such a vast space called India, the useful data is the statistics about the pass outs from schools and colleges and their absorption in the industries of whole India. When I started searching, it was an effort which is beyond the general knowledge available on the Internet or the data fetching ability of a common man. There is data on number of colleges, pass outs each year , some vague article “Latest labour department data showed that job creation was at one of its low points adding just 1.8 lakh for the quarter ended March 2017 “ but no precise data as region wise industries divided into categories and their requirements over observed periods , the actual salaries and regional competition and limitations such as language. And very little data about the unorganized sector which are about 57.7 million non-corporate business units outside construction sector(2010) and 80% of jobs in manufacturing sector.

I am not sure why there doesn’t exist a developed market for the data services especially at a level where its products are useful for the common men in making economic decisions and why there is a deliberate  lack of interest in public institutions to gather data which is applicable to the problems of common men apart from the Election process or for fueling conflicts about the proportion of different religions.

So millions I assume like my neighbor and me have to be content with the wisdom of data traditionally established as the only data available to most people of this country – ‘ Bhagya’ or Luck . Let’s see how the luck of my neighbour’s son plays out.

The Blind eye towards School Education

Today I went to pick up my younger son from School which I seldom do . I was startled by the enthusiastic noises and playful exchange of words they make when the school is over.

Sure they don’t like the school. And may be they are far sighted than their parents in sensing the low importance schools actually have in their lives , especially the kind of education system we have here.

Whenever any business commodity becomes the darling of public perception and just everyone is a consumer of that product, it requires either a trained eye or the experience after the usage of the product to see its actual value. School Education being a long term product and its effect hidden by further engagement in colleges and trainings and search for jobs , it does take something of a  lifetime to judge its worth on a scale applicable to the bell curve of the people.
